Blockchain companies in Dubai and the UAE: regulators, hubs and how to vet a firm

Blockchain companies in Dubai work under several regulators, and the right one depends on the activity and the free zone. This guide covers the UAE's crypto regulators, the free zones that host Web3 firms, public projects in the market, and how to check a development company before you hire it.

General information as of October 2026, not legal advice. UAE rules have changed several times since 2022. Confirm the current position with the relevant authority and local counsel.

Which regulator covers which activity

The UAE has mainland emirates and financial free zones, and the free zones have their own regulators. The same crypto activity can therefore need a license from a different body depending on where the company sits.

AuthorityArea it coversActivities it licenses
VARA (Virtual Assets Regulatory Authority)Dubai, including most free zones but not DIFCExchange, brokerage, custody, lending, virtual asset management and token issuance
FSRA of ADGMAbu Dhabi Global MarketVirtual asset firms, funds and tokenized securities
DFSADubai International Financial Centre (DIFC)Crypto token services and investment tokens inside DIFC
CBUAE (Central Bank of the UAE)FederalPayment tokens, stablecoins used for payments, banking and stored value
SCA (Securities and Commodities Authority)Federal, mainland outside DubaiVirtual assets and securities-like tokens on the mainland

VARA was created by Dubai Law No. 4 of 2022. VARA issues a separate license for each activity and publishes rulebooks on technology and information security, custody, marketing and compliance. ADGM published a crypto-asset framework in 2018 and is a common home for institutional and tokenized-securities firms. Since January 2026, the DFSA no longer publishes a list of recognized crypto tokens. Each DIFC firm must now assess and document whether a token is suitable, and the DFSA still assesses fiat-backed tokens itself. The Central Bank's payment token rules of 2024 limit which tokens can be used for payments on the mainland, and dirham-backed tokens from licensed issuers are central to those rules.

Federal Decree-Law No. 6 of 2025 replaced the Central Bank law and widened the Central Bank's licensing reach to more virtual-asset activity, including payment services that use virtual assets. Firms already operating had a transition period that ended on 16 September 2026, and the Central Bank can extend it. Lawyers disagree on how far the new law reaches into decentralized finance. A firm that calls its product "unregulated in the UAE" should show written advice that supports the claim.

How the rules change the product

  • Marketing. VARA's marketing rules require risk disclaimers and restrict promotion by firms without a license. Growth tools need to know where each user is and need an approval step for each campaign.
  • Technology governance. Licensed firms must show controls for information security, key management, penetration testing and incident response. Auditors usually ask for architecture diagrams and wallet policies.
  • Travel Rule and anti-money-laundering. Transfers above set thresholds must carry data about the sender and the receiver, so the product needs an integration with a Travel Rule provider.
  • Software-only firms. A firm that builds non-custodial tools, games or enterprise systems and never holds customer assets may need only an ordinary trade license. Confirm that status with the regulator or counsel before launch.

Free zones that host blockchain companies in Dubai and Abu Dhabi

Most Web3 startups register in a free zone, and each free zone suits a different kind of company.

Free zoneEmirateCommon fit
DMCC (with its Crypto Centre)DubaiWeb3 startups and service firms; virtual asset activities need a VARA license
DIFCDubaiRegulated financial firms under the DFSA
ADGMAbu DhabiInstitutional crypto firms, funds and tokenized securities under the FSRA
RAK Digital Assets OasisRas Al KhaimahVirtual asset and Web3 companies that want a dedicated digital asset zone

The choice depends on whether the company needs a financial license, how much office space it must rent, and which regulator its investors and banks expect. Founders often report that opening a bank account takes longer than registering the company.

Public blockchain projects in the UAE

Dubai's government runs public tokenization projects. In 2025 the Dubai Land Department launched Prypco Mint, a pilot that sells fractions of property as tokens recorded on the XRP Ledger. Only VARA-licensed firms may take part in the tokenization, the pilot is open to Emirates ID holders, and payments are made in dirhams. A regulated resale market for these property tokens opened in February 2026 under VARA supervision.

For a project like this, see the real estate tokenization guide.

Tax and talent

The UAE charges no personal income tax. A 9% federal corporate tax has applied since 2023, and qualifying income of a free zone company can be taxed at 0% if the company meets the conditions. Long-term residence visas are available to many founders and engineers.

Since 2022 many crypto founders and engineers have moved to Dubai and Abu Dhabi from Europe, South Asia, Russia, Ukraine and other places. The local market therefore has many senior product, business development and compliance people. Engineers who build core blockchain protocols are scarcer than in San Francisco or Zurich. Employers pay for visas and often for housing allowances, and they owe an end-of-service gratuity. Many UAE-based companies keep leadership and compliance in Dubai or Abu Dhabi and place most engineering in lower-cost countries.

How to vet a blockchain development company in Dubai

Check the license claims

VARA, the FSRA and the DFSA each publish a public register of licensed firms. If a firm says it holds a license, find the firm on the register and check that the licensed activity matches what the firm sells. A software firm without a financial license can still build your product, because the license your product needs belongs to your company, not to the developer.

Local, remote or both

A UAE-based firm helps when your product needs a UAE license, because the firm will know what VARA or FSRA examiners ask for and can attend meetings. A remote team, often in South Asia or Eastern Europe, usually costs less for the core engineering. Someone must still turn the rulebook requirements into engineering tasks. A common setup is a technical lead and a compliance officer in the UAE, with a remote delivery team.

Questions to ask

  • Which UAE-licensed products have you shipped, and which regulator reviewed them?
  • Can you write the technology governance documents that a VARA or FSRA application needs?
  • How do you manage keys, and who on your team can touch production keys?
  • Will we own the code and the infrastructure accounts from the first day?
  • Have you built Arabic interfaces with right-to-left layout for local retail users?

The blockchain consulting guide has a general checklist for choosing a firm. If you plan an exchange, read exchange licensing and exchange development before you set the scope. The regional guide compares the UAE with eight other markets.

Frequently asked questions

Do I need a VARA license to build a blockchain app in Dubai?

You need one only if your company carries out a regulated virtual asset activity in or from Dubai, such as exchange, custody, brokerage or some token issuance. Software development for others and non-custodial tools may need only a commercial license. Confirm the classification with VARA or counsel.

Should I choose ADGM or VARA?

The choice depends on the activity. ADGM suits institutional, fund and securities-related businesses under English common law. VARA covers a broad set of virtual asset activities across Dubai. Customers and banking partners also affect the choice.

How do I check whether a blockchain company in Dubai is licensed?

Search the public register of VARA, the ADGM FSRA or the DFSA, depending on where the firm says it is licensed. Check that the activity on the register matches the service the firm offers.

Can a UAE company serve customers abroad?

A UAE license covers only the UAE. A company that serves EU, UK or US users must also follow those markets' rules, including their marketing rules.

Is it hard to hire blockchain engineers in the UAE?

Senior Solidity, Rust and security engineers are scarce and expensive in the UAE. Many companies hire remotely and sponsor visas only for key roles.
